Construction Chemicals September 28, 2026: PCE Monomer Softens From Year-Highs, Green Admixtures Expand, and Global Market Forecasts Point to USD 72.7 Billion

The construction chemicals industry starts the last week of September 2026 with a familiar tension: feedstock costs remain elevated, but downstream buyers are running out of room to absorb them. Polycarboxylate superplasticizer monomers have just recorded their highest prices of the year, only to soften within days as concrete producers push back. At the same time, the global construction chemicals market is still expanding toward a USD 72.7 billion horizon by 2034, green admixtures are moving from pilot projects to commercial portfolios, and regional markets such as India are posting double-digit growth in waterproofing. Here is a data-driven look at the forces shaping the sector this week.

PCE Monomer Peaks, Then Softens as Downstream Margins Compress

China’s polycarboxylate superplasticizer (PCE) monomer market climbed to a 2026 high in mid-September before losing momentum. According to ChemPriceHub, East China EPEG prices reached RMB 12,000-12,200 per metric ton by September 18, up 34.83 percent from the end of August. HPEG and TPEG grades followed a similar path, touching RMB 12,100-12,300/t.

The rally was driven by a tight ethylene oxide (EO) chain. East China EO prices rose to RMB 9,700/t by September 18, a 25.97 percent increase from end-August. Crude benchmarks broke USD 100/barrel on September 11, and co-production units diverted output toward ethylene glycol, tightening EO spot supply. PCE monomer producers were also running at low rates while working through accumulated orders, keeping sellable inventory deeply negative.

By September 24, however, the correction had arrived. East China EPEG had fallen back to RMB 11,300-11,600/t, a 5.37 percent drop from the monthly high. ChemPriceHub attributes the pullback to profit compression further downstream: concrete and superplasticizer plants could not pass on the full cost increase, so procurement shifted to rigid-demand, just-in-time buying. Concrete shipment volumes did improve to 1,406,310 cubic meters by September 24, up 22.36 percent from end-August, but the volume rebound was not strong enough to sustain monomer prices at their peak.

Key metrics to watch:

  • Capacity utilization: 24.21 percent, down period-over-period
  • Available inventory: approximately -65,000 metric tons, down 34.51 percent from end-August
  • HPEG gross margin: RMB 1,171/t as of September 22, narrowing as prices soften
  • Near-term outlook: downward pressure around the National Day holiday, unless crude or EO supply tightens again

Global Construction Chemicals Market on Track for USD 72.7 Billion by 2034

Despite cyclical feedstock volatility, the long-term demand picture remains constructive. Straits Research estimates the global construction chemical market at USD 56.07 billion in 2026 and projects it will reach USD 72.70 billion by 2034, a 3.3 percent CAGR.

The regional mix is shifting. Asia-Pacific held a 42.6 percent share in 2025, but North America is now the fastest-growing region at 7.2 percent CAGR, supported by infrastructure rehabilitation, low-carbon concrete codes, and data center construction. By product type, concrete admixtures remain the largest segment at 34.7 percent of the market, while infrastructure is the fastest-growing application at 7 percent CAGR through 2034.

This segmentation matters for additive suppliers. Admixtures are not only the biggest revenue pool; they are also the lever through which cement producers cut clinker and CO2. As specifications increasingly require performance guarantees under lower-carbon mix designs, demand for high-efficiency superplasticizers, workability-retention modifiers, and rheology-control cellulose ethers is structurally rising.

Bio-Sourced Admixtures Move From Niche to Portfolio Core

CEMEX has formally launched a new range of bio-sourced admixtures that the company says can achieve a carbon footprint up to 70 percent lower than traditional oil-based products. The launch marks one of the first commercial-scale moves by a global building materials major to source superplasticizer and plasticizer chemistry from natural, renewable, and locally available raw materials.

The portfolio, part of CEMEX’s Vertua sustainability line, includes:

  • ISOPLAST BIO: concrete plasticizer that enables up to 10 percent carbon reduction
  • ISOFLEX BIO: plasticizers and superplasticizers that can cut carbon and water use by 20-30 percent
  • ISOFLOW BIO: high-performance superplasticizer for ready-mix concrete, enabling up to 50 percent water and carbon reductions in mix designs
  • ISOMILL BIO: grinding aids and cement enhancers that deliver up to 10 percent carbon reduction alongside improved process efficiency

CEMEX is initially rolling the products out across Europe, the Middle East, and Asia, with other markets to follow. The announcement follows CEMEX being named to Fortune’s 2026 Change the World list on September 24 for its freshwater-free initiative, signaling that sustainability is becoming a central competitive metric rather than a side project.

The trend is not limited to CEMEX. On September 25, Material Evolution was named a winner of the World Economic Forum’s UpLink Low-Carbon and Circular Systems Challenge for its low-carbon cement technology. That same day, Tarmac and PCT Performance Chemicals UK announced a strategic partnership to expand high-performance screed solutions, another segment where admixtures are key to reducing embodied carbon. On September 23, Heidelberg Materials’ Greenwich plant demonstrated a zero-concrete-waste process that routes returned concrete into lower-carbon cement facilities.

MHEC/HEMC Cellulose Ethers Gain Ground as Cost-Conscious Alternative

While HPMC often dominates the construction-grade cellulose ether conversation, its close relative MHEC/HEMC (methyl hydroxyethyl cellulose) is increasingly being evaluated as a substitute in renders, tile adhesives, repair mortars, and gypsum-based systems. DataVagyanik values the global MHEC market at USD 742 million in 2026 and forecasts growth to USD 1,146 million by 2035, a 4.9 percent CAGR.

MHEC offers comparable water retention and thickening stability, with the added benefit of better performance in hot-weather applications and a generally more economical price point than HPMC in certain specifications. Suppliers are now focused on grade specialization: lower addition rates, faster lump-free dispersion, improved sag resistance, and stable performance across different cement chemistries.

Industry pricing remains wide. Chinese export listings for construction-grade HEMC range from approximately USD 1,300-2,600 per metric ton depending on viscosity grade, while pharma and food grades command premiums of USD 4,000-5,500/t. As pharmaceutical-grade HPMC continues to absorb significant production capacity, industrial buyers are increasingly qualifying MHEC as a second source to manage lead times and cost.

India Waterproofing Chemicals Head Toward USD 2.9 Billion

India remains one of the most attractive growth corridors for construction chemicals. MarkNtel Advisors estimates the India waterproofing chemicals market at USD 1.82 billion in 2026 and projects it will reach USD 2.87 billion by 2032, a 7.89 percent CAGR.

Segment highlights:

  • Polyurethane-based products hold approximately 24 percent of the 2026 market
  • Residential end-use accounts for roughly 31 percent
  • Top five players control only about 26 percent of the market, making India highly fragmented compared with mature regions

Government-backed housing and infrastructure programs are the clearest volume drivers. More than 16.4 million houses have been sanctioned under the Pradhan Mantri Awas Yojana (Urban) scheme, and India’s metro network now exceeds 1,159 kilometers across 26 cities. Both create recurring demand for roof, basement, bathroom, and tunnel waterproofing systems. The shift toward liquid-applied, seamless, and low-VOC solutions is also visible: Sika India’s Sikalastic M 262 AP IN and Sika Igolflex-301 Waterproof IN are examples of the polyurethane-based, flexible systems gaining specification.

What This Means for Buyers and Formulators

Three practical takeaways emerge from the September 28 data set.

First, PCE monomer pricing is entering a more volatile phase. Buyers who locked volumes earlier in September have avoided the worst of the spike; those entering the market now should keep orders small and quote-validity short, because the National Day holiday and any further Middle East supply disruption could swing prices quickly.

Second, green specification requirements are becoming portfolio requirements. CEMEX’s bio-sourced admixtures, Material Evolution’s WEF recognition, and Heidelberg’s zero-waste process all point in the same direction: low-carbon cement and concrete will increasingly depend on admixtures rather than just clinker substitution.

Third, regional diversification is becoming essential. India and North America are growing faster than the global average, while China remains the largest production and consumption base but is contending with weaker cement output (down 11.7 percent year-over-year in August and 9.0 percent year-to-date through August). Formulators with flexible supply chains across Asia-Pacific, the Middle East, and North America are best positioned.
